NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

Chairman Judge Richard Cortez called the meeting to order at 10:00 a.m.
All Commissioners were present for the meeting.

The court was led by Air Force Veteran, James Barnes, the entire court recited the Pledge of Allegiance.

14.   Emergency Management:
             
A.   AI-71696    1. Presentation, discussion, and necessary action to terminate the Order Continuing Local State of Disaster for the County of Hidalgo due to the torrential rain event of June 24, 2019 which caused widespread flooding and damage to property. 
2. Presentation, discussion and authorization for the County Judge to sign the required documentation.

The Order is being terminated since the need for Emergency response is no longer needed.  The shift is now towards a P.A. portion.  The county has 60 days to continue to recover and clean up efforts will continue.

Yvonne Ramon updates the Court on elections since the last court.  She stated they are currently looking at about 8 upcoming elections.  Their will be 10 Constitutional Amendments on the next election.  The State has provided them with explanatory statements for these Amendments.  She stated they are not allowed to give opinions or explain anything, they can only use the statements provided.  Ms. Ramon informs the Court that their has been 246 Amendments added to the Texas Elections Code of which she has provided the Court with 18.  She updates the Court with the details of those 18 Amendments.

Judge Richard Cortez asks for clarification on why the project increased by 300%.  He would like to take no action on this item until the Court gets clarification on the changes made.

No action to be taken.  Ms. Martha Salazar is informing the Court of the closure of the snack bar in the Courthouse.  The initial contract for the Snack Bar required the managing entity be visually impaired or disabled.  These candidates were managed thru Texas Workforce Commission (TWC); however, in the past 2 years TWC has been unable to provide the County with viable candidates.  Due to TWC's inability to abide by the contract, the snack bar has to be closed; with the closure the Court must now decides if it is to keep the space as is, use the space as surplus, or to bring in another vender.

B.  Discussion and information with action [if applicable] on options, including, but not limited to, the following:
     1.  A complete inspection [i.e. electrical, plumbing, fire, etc.] can be conducted immediately after state removes their assets;
     2.  A determination on needed space for various occupants of the Courthouse;
