BE IT REMEMBERED, that on this 6th day of August A.D., 2019, there was begun and held a SPECIAL MEETING of the Honorable Commissioners’ Court of Hidalgo County, Texas, wherein the following members thereof were present, to-wit:

NOTICE is hereby given in accordance with Chapter 551, Texas Government Code, that a SPECIAL MEETING of the Commissioners Court will be held in the Commissioners Courtroom of the Administration Building, 100 E. Cano, 1st floor, Edinburg, Hidalgo County, Texas. Discussion and possible action relating to the following business will be transacted:

             
1.   Roll Call

Judge Richard Cortez called the meeting to order at 10:02 a.m.

Commissioner Ellie Torres was not present during roll call.
             
2.   Pledge of Allegiance

The court was led by United States Army Veteran, Felix Rodriguez, the entire court recited the Pledge of Allegiance.
             
3.   Prayer

Opening prayer was offered by Julia Sullivan. A moment of silence was offered for those who lost their lives in the recent mass shootings.

The Court moved to recess Commissioners Court and return to Workshop at 10:05 a.m.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval.

Vote: 4 - 0 –Unanimously
             
4.   Approval of Consent Agenda

The Court moved to reconvene Commissioners Court at 10:21 a.m.

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval.

Vote: 4 - 0 – Unanimously

The court moved to approve the entire consent agenda.

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval.

5.   Constable Pct. #1:
             
A.   AI-71548    Requesting consideration and approval on the acceptance of one (1) canine, for the Hidalgo County Constable Pct. 1 Office donated by K9's 4 COPS, as a replacement for canine.

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, the Court made a UNANIMOUS vote of approval.

A.   AI-71576    The Hidalgo County Urban County Program is requesting acceptance and approval for the City of Donna to be included in the Hidalgo County Urban County Program Consortium for federal fiscal years 2019 and 2020 and approval of the Cooperative Agreement. 

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval.

Approval of salary schedule changes as per Exhibit A in accordance with Hidalgo County Classification and Compensation Pay Plan.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 1, DAVID FUENTES, the Court made a UNANIMOUS vote of approval.

Discussion of Aggregation Pools as an additional procurement option available to Hidalgo County for the contracting of a new electric energy provider.

Ms. Marty Salazar updates the Court on the option of Aggregation Pools for new electric energy provider.  If the Court decides to go this route then an RFP and consultants would not be necessary.

Judge Richard Cortez requests the Court to add a Workshop on Aggregation Pools for next weeks court.  Ms. Salazar stated she would add this agenda item to the Workshop for next week.

Acceptance and approval to execute final AIA Document A133-2009 Guaranteed Maximum Price Amendment No. 1 between Hidalgo County and contractor, Erickson Construction, LLC. for the "Construction of Tax Office Substation" in the Precinct No. 1 Area, for the amount of $1,199,600.00 including authority to issue a Notice to Proceed [NTP].

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval.

Acceptance and approval of "First Amendment" to the Interlocal Cooperation Agreement [C-18-191-07-17- Housing of Inmates] between Hidalgo County and Starr County to reflect increase of (Daily Prisoner-Housing Fee) to a rate of $60.00 dollars per inmate/per day.   

On motion by COMMISSIONER PCT. 1, DAVID FUENTES, seconded by COMMISSIONER PCT. 3, JOE M. FLORES, the Court made a UNANIMOUS vote of approval.

9.   Open Forum

Fern McClaughtery informs the Court of her concerns with the Elections Building. She challenges the Commissioners and the Judge to visit the Elections Building. She informed the Court the building is in bad shape and the employees are frequently sick because of the rodent infestation.

Jerusalem Flores is appealing for property tax relief for the people of Hidalgo County.

10.   Adjourn

Chairman Judge Richard Cortez adjourned the meeting at 10:44 a.m.

On motion by COMMISSIONER PCT. 2, EDUARDO “EDDIE” CANTU, seconded by COMMISSIONER PCT. 3, JOE FLORES, the Court made a UNANIMOUS vote of approval.

Vote: 4 - 0 –Unanimously
